The Doctor takes Leela to Victorian London for a combination vacation / history lesson. However the lessons being taught are murder, intrigue,

Local women are disappearing from Victorian London and odd things are afoot at Henry Gordon Jago's theatre.The police are stumped and their only help lies in a a very eccentric Doctor who is on vacation with his lung but equally strange lady friend Leela.
The Doctor, always one for a good mystery and this time dressed for the part, soon discovers the presence of the Chinese Tong of the Black Scorpion and instantly suspects Li Hsen Chang premier performer at Jagos theater of being their ringleader.

The truth goes much deeper than that and is indeed buried under the theater itself and oddly connected with a recent acquaintance of the Doctors, one Professor Lightfoot. Of course there are also rodents of unusual size and a homicidal midget named Mr. Sin to contend with, so it's a good thing Leela is around to kick some @ss ;)
